The Project

CitCom.ai — Testing AI in Smart Cities and Communities — is a European TEF (Testing and Experimentation Facility) offering AI startups and SMEs subsidised access to specialised environments where AI models and robots can be tested safely and legally.

🤖

AI Testing at Scale

Access real-world urban testing environments across Europe to validate AI solutions in smart city scenarios — from traffic management to energy optimisation.

🛡

Data Sovereignty

Built on Eclipse EDC and IDSA Dataspace Protocol. Each participant retains full control over their data with policy-based access and usage control.

🏛

Smart City TEF Nodes

A pan-European network of TEF nodes providing physical and digital infrastructure for testing AI in real urban settings, from sensor networks to digital twins.

🇪🇺

EU Co-Funded

Co-funded by the European Union, CitCom.ai brings together cities, research centres and industry partners to accelerate the deployment of trustworthy AI in public services.

Project Objectives

  • Provide AI startups and SMEs with subsidised access to advanced Testing and Experimentation Facilities across European cities.
  • Enable sovereign data sharing between TEF nodes, city platforms and AI service providers using the IDSA Dataspace Protocol and Eclipse EDC connectors.
  • Establish a common reference architecture and interoperability framework for deploying and validating AI solutions in smart city environments.
  • Accelerate the market uptake of trustworthy AI in urban mobility, energy, environment and public safety domains.

Use Cases

AI testing scenarios spanning the full spectrum of smart city challenges, from mobility and energy to environmental monitoring and public safety.

01

Urban Mobility AI

Testing AI-driven traffic flow optimisation, autonomous vehicle coordination and multimodal transport planning using real-time sensor and camera data from city infrastructure.

02

Energy Optimisation

Validating AI models for smart grid management, building energy efficiency and renewable energy integration using city-scale digital twins and IoT data streams.

03

Environmental Monitoring

Deploying AI for air quality prediction, noise mapping and urban heat island detection, combining satellite imagery with ground-level sensor networks.

04

Public Safety & Resilience

Testing AI systems for emergency response coordination, crowd management and infrastructure health monitoring in real urban environments.

05

Citizen Services

Validating AI-powered chatbots, document processing and service recommendation systems for municipal administrations and public-facing digital services.

Ecosystem

A pan-European consortium of cities, technology companies, research institutions and AI innovators building the infrastructure for trustworthy AI deployment.
